PUBLIC NOTICE IS HEREBY GIVEN that the City of Westmorland, as CITY, invites Proposals for the above stated project and will receive such proposals in the offices of the City Clerk at 355 S. Center St., Westmorland, California 92281 up to the hour of 2:00 P.M. Monday, July 31 2023, at which time they will be publicly opened and read aloud. 

The City of Westmorland is requesting proposals from qualified and experienced engineering firms to provide Engineering Design Services for the above named state-funded project in the City of Westmorland.  The services are anticipated to be as needed as directed by the City’s Project Manager.

The purpose of the Request for Proposals (RFP) is to provide the City with the assurance that this City-administered project is designed in substantial compliance with all local, state, and federal provisions (where applicable) due to the specific state funding requirements.  

Qualified entities are invited to submit written proposals for consideration in accordance with this request. These services will be conducted under a contract with the City of Westmorland, hereinafter referred to as "City" and the consultant entity hereinafter referred to as "Consultant".

The contract will be regulated according to the provisions of all State and local laws and ordinances that are applicable.

The Scope of work:  Consultant shall collect such data as needed to prepare a set of plans for construction of the water treatment plant filter replacement listed in the City’s approved grant documentation.  The data may be collected from visual and in-field survey, other digital imagery/mapping, and from available City/governmental mapping and documentation.  In addition to plans, a set of Specifications will be required.  The Specifications need to include mandatory governmental sections as well as typical criteria and requirements.

Request For Proposal packages are available at City Hall, 355 S. Center St., Westmorland, California 92281.  Only those firms who have obtained the RFP documents and furnished their contact information will be provided any addenda that may be issued prior to the bid opening date.

Any contract entered into pursuant to this notice will incorporate the provisions of State Labor Code of the State of California.  Compliance with the State prevailing rates of wages established by the State director of Industrial Relations will be required as needed.  Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will also be required.

The City of Westmorland, in accordance with Title VI of the Civil Rights Act of 1964, Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, issued pursuant to such Acts, hereby notifies all bidders that it will affirmatively insure that in any contact entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap, and low income in consideration for an award.

The City of Westmorland reserves the right to reject any or all Proposals, to delete portions of the work, or waive any informality on any Proposal.  No Proposal may be withdrawn for 30 days after the time set for the opening thereof.
